W4329 warning
GitHub target skipped: build is not on a tag and no --tag given

A github publish target was skipped because the build is not on a git tag
and no --tag was given. A GitHub release belongs to a tag, so an untagged
build creates none; the other targets still upload.
Tag the commit, or pass --tag <version>, which creates the tag locally and
the release on GitHub with it. The warning comes from publishing, so it has
no example here.
