E4330 error
--tag names an existing tag that points at another commit

wowlua publish --tag <tag> names a tag that already exists but points at
another commit than the one being published. wowlua creates a missing tag at
the current commit, but it never moves an existing one, so the release would
not match its tag.
Use a new tag (and version), or check out the tagged commit. The error needs git, so it has no example here.
