A package for the wowlua registry depends on a library from a git, svn,
path or archive source. The registry resolves a package's dependencies
from its index, by version, so every dependency of a published package must be
on a registry as well. dev-dependencies are not published, so they may come
from anywhere.
Publish the dependency to the registry first and depend on it by version
("lib-b": "^1.0"), or copy its files into your package. The rule belongs to
publishing, so it has no example here.
