The command runs with --offline (or --frozen) and needs a dependency that
is not in the cache. Offline, wowlua may still resolve and update the
lockfile, but it never downloads anything.
Run wowlua fetch once with network access, then work offline. The error
needs the network and the cache, so it has no example here.
