A targeted flavor has no interface number, so its TOC would have no
## Interface value. The numbers come from the flavor's interface in the
manifest, or else from the flavor table pinned in wowlua.lock.
Remove the empty interface list to use the pinned numbers, list the numbers
yourself, or update the pinned table with wowlua types sync.
It is also reported when the flavor has no types package: the compiler ships
one version of each wow-api-<flavor> declarations (the game version of the
flavor table's interface number, wow-api-standard 12.1.0 for 120100), and a
flavors.<id>.types requirement that this version does not meet finds none.
Remove the requirement, or widen it to accept the shipped version.
