The manifest has an addon section, but the package is not an addon (package.kind is library, lua-library or types). Only an addon gets a TOC and an AddOn folder; a library is built into the addons that depend on it, and they bring their own addon settings.

Remove the addon section, or set kind to addon if the package is meant to be one.
