E4311 error

Output path collides with a reserved top-level name or another output file

area
manifest (x4xxx)
fails the build
yes

A file would be written to a path that the build itself uses: an asset in one of the generated folders (src/, wowlua/, libs/), an asset named like a generated file (Bindings.xml, LICENSES.txt, a .toc in the AddOn root), an asset that is also a compiled file, or a file at the path of a bundle. One of them would overwrite the other.

Move or rename the asset, or exclude it from build.assets. For a bundle, rename the file or set bundle: false. LICENSES.txt is where wowlua collects the licenses of embedded libraries, so keep your own license under another name such as LICENSE.txt.
